Velocity is a neutral metric with a purpose of estimation and predictability. Sometimes traditional or senior managers use this metric incorrectly to measure performance. Comparing the velocity of two different teams or the story points completed by different team members is an anti-pattern which is counterproductive. Agile practitioners need to educate the organization on the purpose and value of velocity and prevent the bad practice of using it as performance measurement.
